Construction Activity General Permit (CGP) for Stormwater

This permit is for stormwater discharges that enter Arizona surface waters or a Municipal Separate Storm Sewer System (MS4) leading to Arizona surface waters, and are associated with:

  • Construction activities that disturb 1 or more acres of land
  • Construction activities that will disturb less than 1 acre but are part of a larger common plan of development or sale that will ultimately disturb 1 acre or more
  • Support activities from temporary plants or operations set up to produce concrete, asphalt or other materials exclusively for the permitted construction project
  • The CGP has two criteria that must be met in order to obtain permit coverage:
    1.  There must be a discharge into a Waters of the United States (WOTUS) protected surface water or an MS4; and
    2.  There must be an earth disturbance of 1 acre or more unless there is a common plan of sale

2025 CGP is Effective as of Aug. 29, 2025

The new 2025 CGP permit (AZG2025-001) replaces permit AZG2020-001. 

Note: The 2020 CGP is expired and no further actions are available or required under the 2020 permit.

Fees

Application fees are based on the number of acres being disturbed during construction activities. Annual fees will be invoiced each year that the permit is active, in the anniversary month that the NOI was issued.
