Plan approval is required in order to obtain a permit to operate a municipal solid waste landfill, biohazardous medical waste treatment and/or storage facility; or a special waste treatment, storage, and/or disposal facility. The plan approval process and subsequent permit approves the design and operating plan for the facility.
