  • ADEQ held an informal community meeting on July 28, 2025, from 6 – 9 p.m. at the Benson School District Cafeteria/Multi Purpose Building, 360 S. Patagonia Street Benson, AZ  85602. ADEQ staff explained the permitting process and the environmental protection that the permit will deliver. The meeting also involved an informal question and answer session. Please note that questions raised orally at the community meeting were not considered formal public comment.   • The public comment period for the proposed draft air quality permit to ADI began on July 16, 2025 and was extended to Sept. 16, 2025 | View Public Notice >
  • On Aug. 21, 2025, ADEQ held an in-person public hearing to accept formal public comments on the draft air quality permit.

Documents

On Nov. 18, 2024, ADEQ received a Class I Air Quality Permit application from ADI to construct and operate a facility in Benson, Arizona that would process aluminum scrap into recycled aluminum ingots to supply its mill located in Columbus, MS. 

After thoroughly reviewing and considering all comments submitted during the public comment period, ADEQ has made the determination to issue the proposed final air quality permit to Aluminum Dynamics Inc. on Dec. 17, 2025. 

ADEQ values the input we received during the formal public comment period, which resulted in changes to the proposed final air quality permit. ADEQ’s changes to the proposed final air quality permit are highlighted in the public comment Responsiveness Summary.  

As required, ADEQ sent the proposed final air quality permit and supporting documents to EPA for its 45-day review. EPA did not object the proposed final air quality permit.
