Working with ADEQ Procurement

As Arizona’s lead agency for environmental protection, ADEQ procures a variety of goods and services. Although our solicitations frequently require technical expertise related to environmental protection, we also purchase general office supplies and services.

Purchasing Procedures
  • Under $10,000: Our contract officers use their best judgment to select the most appropriate product and source.
  • $10,000 – $100,000: Our contract officers may request written quotes through the Arizona Procurement Portal (APP).
  • More than $100,000: all suppliers are invited to submit bids or proposals through the APP.
Opportunities for Small Businesses

Because small business is a foundation of our economy, we make purchases up to $100,000 from small businesses, except for state contracts and other special requirements.1 We also seek small business sources each time we obtain purchase quotations. (A small business is defined as one with less than 100 employees or less than $4.0 million in annual sales.)

How to Do Business with the State
  1. Your business must register as supplier in Arizona Procurement Portal (APP) | Register on the APP >
By registering as a supplier in the APP, your organization will be notified of opportunities to bid on state contracts when they become available. Registering as a supplier will not automatically result in sales, but will allow you to market your products and services to the State as you would to large commercial customers.
Note: Make sure to declare your small and/or minority- or woman-owned business status when registering.
  2. Get familiar with the APP using web-based training courses.
  3. Contact individual agencies and discuss possible business opportunities
