Emissions Inventories
An emissions inventory is an accounting of all permitted air pollutant emissions actually released into the atmosphere. This accounting forms the basis for air quality planning that occurs at county, state, and national levels. Pursuant to Arizona Administrative Code (A.A.C.) Does my Facility Need to Report?
Some, but not all, ADEQ air permit holders are required to report their 2025 emissions to ADEQ.
- Class I permit holders are required to report emissions annually.
- Class II permit holders are required to report at least once every three years, but may be required to report more frequently at the Director’s discretion.
- Emissions may still be required to be reported, even if the air quality permit is now closed.

Emissions Inventory Reporting Methods and Forms
If you are required to report a 2025 emissions inventory, your report must be submitted by June 1, 2026, via one of the following methods:
- Non-Operational — Facilities that did not operate the entirety of 2025 | View Non-Operational Form (PDF) >
- Combined Air Emissions Reporting System (CAERS) — If ADEQ has enrolled your facility in the CAERS reporting system and you are new to CAERS reporting, use this form to request an emissions inventory report

Year-end compliance certifications must be completed in myDEQ each January. - All Other Reporters — Facilities that fall into this category should download an Annual Emissions Inventory Questionnaire (AEIQ) each year to ensure accurate reporting. The latest year may include revisions and/or updates to calculation methodologies. The AEIQ is provided in an Excel version (preferred by ADEQ) and a PDF version. Please complete the AEIQ per its README instructions and email a signed copy to ADEQ’s Emissions Inventory team | Email ADEQ’s Emissions Inventory Team >
- The Excel version of the AEIQ will auto-calculate emissions based on reported activity levels and is therefore the preferred version | Download AEIQ (Preferred Version – Excel) >
- The PDF version of the AEIQ is primarily reserved for facilities that do not have access to Microsoft Excel software. The PDF version will not auto-calculate emissions.
