Arizona Pollutant Discharge Elimination System (AZPDES) De Minimis General Permit
This general permit provides a simpler, faster way to obtain permit coverage for certain types of non-stormwater discharges to protected surface waters, as an alternative to individual Arizona Pollutant Discharge Elimination System (AZPDES) permitting. De Minimis discharge is defined as a discharge to U.S. waters that: meets the applicable surface water quality standards; is a low-flow and/or low-frequency event, or is otherwise determined by ADEQ to have no significant impacts on water quality or the environment; is conducted with appropriate best management practices; and does not last continuously for more than 30 days unless ADEQ approves a longer discharge period.
What discharges need De Minimis General Permit (DMGP) coverage?
This permit is available to cover discharges from potable water systems; hydrostatic testing of pipes, tanks and vessels; subterranean dewatering (groundwater from foundation, footer drain, basement, underground structure or construction dewatering); well purging; well development, maintenance, and aquifer testing; reclaimed water systems; uncontaminated air conditioning condensate or overflow from residential evaporative coolers; charitable noncommercial car washes; freshwater swimming pool drainage that has been dechlorinated; or other discharges determined by ADEQ to be eligible for specific approval. Permit coverage can be temporary or long-term. With some exceptions, coverage is requested by submitting a Notice of Intent (NOI) online through myDEQ.
Proposed Reissuance of the AZPDES DMGP
The public comment period to reissue the Arizona Pollutant Discharge Elimination System (AZPDES) De Minimis General Permit (DMGP) for de minimis discharges of pollutants to Protected Surface Waters in Arizona began on Feb. 18, 2026, and ended on March 20, 2026. The reissued DMGP will be identified as AZG2026-001 and will replace the existing permit AZG2021-001.

ADEQ will reissue the DMGP on Sept. 1, 2026
Important Dates for Existing Permit Holders:
On or before Aug. 30, 2026, if discharges at the site have ceased, please terminate your Notice of Intent (NOI) in myDEQ. Paper termination forms will not be accepted.
On or after Sept. 1, 2026, if you have existing coverage, please renew coverage in myDEQ and pay a new NOI fee. If you have a previously approved BMPP, you are not required to re-submit. If you are required to submit a Discharge Monitoring Report (DMR), you will be prompted during the renewal process.
Existing permittees will have 60 days to apply for new coverage. If coverage is not renewed, the NOI will expire on Oct. 31, 2026.
To Renew Coverage:
If you have existing coverage, on or after Sept. 1, 2026, if there are no changes to the data on your existing NOI, you may choose the RENEW option in myDEQ. The system will allow you to review the existing information, then certify and pay for a new NOI authorization number. This new NOI authorization number will be your permit number through August 2031, or until you terminate coverage.
If you have existing coverage but would like to make changes to the existing NOI information, you must choose the GET NEW option from the myAPPLICATIONS page on the myDEQ Dashboard and enter new information, then certify and pay for a new NOI authorization number. This new NOI authorization number will be your permit number through August 2031, or until you terminate coverage.
For New Coverage:
If possible, wait until on or after Sept. 1, 2026, and obtain new coverage in myDEQ by choosing the GET NEW option from the myAPPLICATIONS page on the myDEQ Dashboard and enter new information, then certify and pay for a new NOI authorization number. This new NOI authorization number will be your permit number through August 2031, or until you terminate coverage.

Fees
Application fees are based on whether there will be a single source discharge or an areawide discharge. Annual fees will be invoiced each year that the permit is active, in the anniversary month that the NOI was issued.
