Location

The site investigation area is in Tucson and includes a mixture of public, commercial and residential land uses near Grant Road. The updated Site boundaries as of February 2026 include West Jacinto Street to the north, North Stone Avenue to the east, West Grant Road to the south, and North Oracle Road to the west.

Contaminants of Concern

Tetrachloroethene (PCE) in soil

Action Taken

Phase I and II Environmental Assessments were completed in 2014 by the City of Tucson along Grant Road that indicated that PCE was present in soil gas beneath a building near Stone Avenue at levels that warranted follow up actions. In 2016, a preliminary investigation report was completed by ADEQ recommending listing on the WQARF Site Registry. This was approved and the Stone Avenue and Grant Road WQARF site was listed in January 2017. The Remedial Investigation (RI) began immediately upon listing as well as an Early Response Action that utilized soil vapor extraction (SVE) at Property A. During the RI, a second area was discovered as a source of PCE release to the environment near the same intersection and from then on was referred to as Property B. The RI Report was finalized in 2019 and determined that site contamination was limited to soils only. The Feasibility Study (FS), Proposed Remedial Action Plan (PRAP), and Record of Decision (ROD) were completed in 2020. Final Remedy implementation was conducted in 2020 at Property A and in 2022 at Property B. In February 2026, the soil remedial objective and closure criteria for the SVE System at Property A were achieved. A No Further Action for soils at Property A and Partial Site Closure was approved. The site boundaries have been updated to no longer include the geographical extent of Property A. 

Status

The Final Remedy has been implemented at the Site. Remedial actions at Property A have ceased. Operations, Maintenance, and Monitoring (OMM) is ongoing at Property B.
